Norman 'Barney' Seney is the Mayor of Putnam, Connecticut, serving as the chief executive officer of the town. In this role, he is directly responsible for the administration of all appointed town departments, boards, agencies, and offices, and is charged with ensuring that all laws and ordinances governing the town are faithfully carried out. He also prepares and submits the annual budget to the Board of Selectmen and the Board of Finance.

Seney was first elected mayor in 2017 and has been reelected multiple times since. In November 2025, he was reelected to a fifth term, defeating Republican Board of Finance Chairman David Coderre by a vote of 1,195 to 1,041. At the time of his 2025 reelection, Seney was 82 years old and ran as an unaffiliated candidate with Democratic endorsement.
